Memory is the constraint
Fine-tuning needs headroom beyond the model weights for optimiser state and activations. Parameter-efficient methods reduce this considerably.
Common configurations
A high-memory workstation card for smaller models, or a two-to-four GPU system for larger ones.
A realistic view
Many organisations discover retrieval over their own documents solves the problem without fine-tuning at all. We will say so if we think that applies.
