HPE Sovereign AI Factory

SolutionProject engagement onlyManufacturer documented

A category of AI deployment rather than a single product: infrastructure specified so that data location, model ownership and operational control remain with the organisation, for governments, regulated industries and national research facilities.

The problem it solvesYour obligations — legal, regulatory or political — mean the data and the models cannot sit in somebody else's cloud, and you need to be able to demonstrate that.

  3. 03Departmental
  4. 04Enterprise
  5. 05Cluster
  6. 06Rack-scale

Rack-Scale & Supercomputing. Integrated racks where compute, interconnect, storage, power and liquid cooling are engineered as a single system. Typically bought by a datacentre operator, a national facility or a large ai platform. Datacentre with liquid cooling and high-density power.

Fit

Is this the right thing for you?

Who it's for

  • Government and public-sector bodies
  • Regulated industries — finance, healthcare, defence-adjacent research
  • National research centres and universities

What it runs

  • Production AI on data that cannot leave a jurisdiction
  • National-scale research computing
  • Regulated model development and evaluation

When it is the wrong answer

  • Anyone whose data has no residency or control constraint — you are paying for something you do not need

Specification

What the numbers mean

Every figure below is explained in plain English. Switch to the technical view for the bare specification.

What it is

Category

Solution category within HPE's AI Factory portfolio, not a single SKU

MeansIt is assembled to your requirement from HPE's modular AI Factory components.

Design objectives

Data sovereignty, infrastructure sovereignty, model sovereignty, security and compliance control

MeansWhere the data sits, who runs the hardware, and who owns the trained models.

MattersThese are the three things that force an on-premises deployment.

Reference deployments

HLRS (Germany) and Argonne National Laboratory, announced March 2026

Storage component

HPE Alletra Storage MP forms part of the modular AI Factory solutions

Compliance certificationUnverified

Awaiting verification

MeansNo specific regulatory certification is claimed here.

Verification

Manufacturer documented — HPE Sovereign AI page and March 2026 national research centres press release. Reviewed 2026-08-31.

No absolute compliance or sovereignty claim is made on Creative Compute's behalf.

Practical considerations

The things that catch people out after the hardware has already been ordered.

  • “Sovereign” is a design objective, not a certification. Creative Compute will not claim any deployment is compliant with a specific regulation; that determination is yours and your advisers'.
  • HPE has deployed this pattern at national research centres including HLRS and Argonne National Laboratory.
  • Procurement in this space is usually framework-led and slow. Start the conversation earlier than feels necessary.
Completeness

Nothing arrives working on its own

What else will I need?

  • A clear statement of which regulations and jurisdictions apply
  • Facility assessment — power, cooling and physical security
  • A governance model for who may access models and data
  • A procurement route appropriate to your sector
How this is bought

This is a project, not a checkout

Solutions at this scale are designed before they are priced. Here is the sequence.

  1. 01

    Requirement conversation

What you want to run, for how many people, on which data. No hardware discussed yet.

  2. 02

    Site and power review

Rack space, power feeds, cooling and network capacity checked against what the platform needs.

  3. 03

    Architecture proposal

A written design covering compute, networking, storage, software and services, with alternatives.

  4. 04

    Quotation

Priced against the agreed design, including installation and support. Nothing is charged until you accept.

  5. 05

    Delivery and commissioning

Racked, cabled, commissioned and handed over with documentation.
